Thank you, after typing "Лапиньш site:mults.info" into Google I found this forum thread with some info about his films (also, I was right that the name is "Uldis", not "Uldins"), and later found this Latvian-language biography and this English-language academic article. I've added the info to his bio. In the future, please don't hesitate to mention your sources when adding info (especially if it is obscure). :)

They're some errors, first the voice artist could be Georgy Babenko and not Galina. The composer was Yudif Rozhavskaya. A. Vadov is Anatoly Vadov, A. Lavrov was Aleksandr Lavrov, etc.

The redactor's full name was Svetlana Kutsenko and the animators names were Mark Draitsun with Elvira Peretyatko. One of the assistants was Yulia Srebnitskaya

I'm accepting this addition to the site for now, but I have been unable to find any confirmation that the Latvian "Auseklis" studio ever existed (it's not mentioned in the film), nor any record of this film, nor the year in which it was made (the film itself does not mention it), nor anything about the two people listed at the beginning as the creators - U. Lapins & M. Treimanis. The video comes from the YouTube channel of the person who added it to this site (Gennady Zakharov), and he lists "Улдинс Лапиньш" (Uldins Lapins) as being the director, but I've been unable to find anything about this person online under any spelling. Also, I'm not even sure that "Uldins" is a real name, as I only find results for "Uldis".

So I can't vouch for the accuracy of the information about this film.

Also, the film is untranslated (has no subtitles), so it doesn't appear on the main page for now. The voices repeat "21" until about 00:49, then say something else, but I don't know what.

An odd little film by Riho Unt and Hardi Volmer, the first of a number of films they made together. An awkward member of the tribe who can't quite do things that come naturally to the others becomes the only one able to do battle on their behalf and defeat a calamity that comes upon them. Once the crisis has been averted, however, he finds himself just as unable to adapt to "normality" as he was before.

I've been unable to find anything about the Chukchi fairy tale that this is supposedly based on. Even the name "Kohmits" doesn't help.

The design of the puppets is clever - but perhaps the film is in love with it a bit too much. It feels like the directors were experimenting and having fun, with the story more of an afterthought.
